STATE OF THE STATE--Ohio Gov. George Voinovich receives a standing ovation from the Gereral Assembly, following his eighth and final State of the State Address, at the Ohio Statehouse, in Columbus, Ohio, on Tuesday, Feb. 10, 1998. Voinovich can not serve more than two consecutive terms and will run for the U.S. Senate later this year.
