Mr. Buerck was secretly taped in a conversation with candidate Doug Mink where he said that he should not run against endorsed candidate Jim Raussen. In part of a tape aired by Cincinnati's WCPO-TV Buerck said "because of the changes that we've made in redistricting to help Jim, we essentially took 13,000 African Americans out of the Raussen district and put 14,000 Republicans in."
