FIRST FEMALE LIEUTENANT--Lisa J. Taylor, of the Ohio State Highway Patrol, is congratulated by her fellow officers after being promoted to the rank of lieutenant in a ceremony held in Columbus Ohio, on Thursday, August 29, 1996. Lt.
