FUTURE SCHOLARS--300 hundred students from West Mound Elementary School release balloons during the Ohio Tuition Trust Authority's Fall Enrollment Period at the Ohio Statehouse, in Columbus Ohio, on Tuesday, Oct 1, 1996. The Tuition Trust is a state agency created by the Ohio General Assembly in 1989 to promote saving for higher education. Through the Prepaid Tuition Program parents can start saving for college tuition and fees while their children are young by purchasing tuition units. The program currently has more than 48,000 participants and assets totaling more than $196 million.
