WATTS FLUNKS PARENTS--Sen. Eugene Watts, R-Dublin, gestures, during a news conference concerning school proficiency test retentions, at the Ohio Statehouse, in Columbus, Ohio, on Monday, Aug. 30, 1999. Watts cited a Columbus Dispatch artice which stated that more than 2,900 fourth-graders in Columbus Public Schools failed three or more sections of the proficiency test, but only 258 completed a summer-school program.
